On January 20, China MCC officially released the first edition of the Project Commercial Management Manual. Chen Jianguang, member of the Party Leadership Group and Deputy General Manager, China MCC Secretary of the Party Committee and Chairman, attended the launch ceremony and delivered a speech. Bai Xiaohu, Member of the Standing Committee of China MCC Party Committee and Vice President, elaborated on the compilation process and core content of the Project Commercial Management Manual. External directors and other members of China MCC leadership team were also present at the event.
Chen Jianguang noted that the compilation and implementation of the Project Commercial Management Manual marks a significant step in both practicing the Amoeba Business Model and earnestly implementing the Group Company’s call for "Drive efficiency via value-oriented operation, enhance efficacy through refined management, and raise performance by reform and innovation". It also serves as a crucial measure to comprehensively raise the standardization and refinement of project commercial management, strengthen project profitability, and drive the company toward high-quality development and a strong start to the 15th Five-Year Plan period.
Regarding the comprehensive implementation and rollout of the manual, Chen Jianguang put forward three key requirements: first, elevate political standing and deeply understand the strategic importance of implementing the Project Commercial Management Manual, while firmly establishing the concept of “value-oriented operation” and “holistic commercial management” approach; second, focus on improving core capabilities by enhancing the compilation and review of construction drawing budgets, tightening whole-process cost control, fully leveraging the effectiveness of the “responsibility cost + profit margin” dual-assessment model, and ensuring the smooth operation of project target responsibility systems; and third, reinforce tiered responsibilities by intensifying promotion, training, inspection, and assessment, so as to ensure every requirement in the manual is carried out meticulously and translated into tangible actions and outcomes.
During his presentation, Bai Xiaohu briefly reviewed the compilation process of the Project Commercial Management Manual with supporting video clips, systematically explained the manual’s features summarized as “two emphases, five additions, and nine enhancements”, and formulated a detail implementation plan for its full promotion and application.
Guided by the company's philosophy of "holistic commercial" management and serving as a key instrument for comprehensive responsibility-based cost control, the Project Commercial Management Manual systematically defines the core elements and workflows of commercial management, providing clear guidance for frontline business activities. The full implementation of the Project Commercial Management Manual will foster further refinement of China MCC's commercial management system, enhance corporate operational efficiency, and usher in a new phase of high-quality development.
The main venue was attended by China MCC senior executives outside the leadership team, members of various working groups, heads of each subsidiary, the Party Working Committee Secretary of Shanghai‑based enterprises, department heads from headquarters and production/operation units, principals of the 2024 "Top 20 Comprehensive Strength" tertiary institutions, representatives of the 2025 Advanced Workers, and selected employee representatives. Deputy leaders of each subsidiary, heads of various departments, and additional employee representatives joined via video link at secondary venues.
